David E. Dismukes is an expert in the analysis of economic, statistical, and public policy issues in energy and regulated industries. He has worked in academia, consulting, and public service over the past 36 years.  Dr. Dismukes’ regulatory experience includes serving as a staff economist and forecaster/statistical analyst for the Florida Public Service Commission.

Dr. Dismukes has participated in over 400 regulatory proceedings in 27 states and has prepared expert witness testimony, reports, and affidavits in over 130 proceedings in Arkansas, Arizona, Colorado, Delaware, Florida, Indiana, Illinois, Kansas, Louisiana, Maine, Maryland, Massachusetts, Michigan, Mississippi, Missouri, Montana, Nebraska, Nevada, New Jersey, North Dakota, Ohio, South Carolina, Tennessee, Texas, Utah, Vermont, Washington, the District of Columbia and before the Federal Energy Regulatory Commission (“FERC”). Dr. Dismukes has also testified before both houses of the U.S. Congress and various state legislatures.


Michael Deupree, Research Consultant

Michael Deupree is an expert in the analysis of economic and public policy issues in regulated industries who has worked in consulting and public service for more than fourteen years, including several years at the Kansas Corporation Commission (“KCC”) and for more than a decade at ACG.

Mr. Deupree has provided expert analyses and testimony in proceedings concerning the regulation of ratepayer-financed energy efficiency programs. Mr. Deupree also participated in the regulatory review of a proposed environmental retrofit to an electric generation unit in compliance with EPA environmental regulations.

While at ACG, Mr. Deupree has conducted analyses into a variety of topics involving regulated utilities, such as integrated resource plans, performance and benefits of renewable energy systems and utility mergers and acquisitions. Mr. Deupree is well versed in most of the pressing policy issues and proposals in utility regulation that includes those associated with alternative regulation, regulatory lag, cost trackers, and performance incentives.  He also has extensive experience in conducting embedded class cost of service studies and marginal cost of service analysis, and has examined numerous traditional and emerging utility rate design issues.



bRANDON lOMBARDINO, rESEARCH ASSOCiate

Brandon Lombardino specializes in economic analysis and regulatory strategy.  He has drafted testimony and conducted studies on topics including rate design, class cost of service, load forecasting, and cost benefit analysis.

Prior to ACG, Brandon worked as a Senior Regulatory Analyst on the rates and research team for Evergy where he supported multiple rate case filings in Missouri and Kansas.  While working at the investor-owned electric utility, he designed new rates, managed class cost of service studies, conducted customer impact studies, and supported special contract negotiations.

Brandon holds bachelor’s degrees in Finance and Economics from the University of Kansas and a MBA from Washington State University.


Roberto Hasbun, Senior Research Analyst

Mr. Hasbun performs analyses in a wide range of topics such as natural gas and electric utility regulation. He has conducted cost of service studies in addition to analyses on customer charges, revenue distribution, and pricing structures.  He contributes to ACG testimonies and reports through qualitative and quantitative research.

Roberto has experience in energy consulting and data-driven research. Prior to his tenure with ACG, Mr. Hasbun worked at the Applied Public Policy Research Institute for Study and Evaluation located in New Jersey. There, he analyzed usage and pricing issues associated with low-to-moderate income ("LMI") households. He also conducted research on solar development and heat pump installations in New York.

Mr. Hasbun holds a B.A. in History from Princeton University and a M.S. in Management from Cornell University. At Princeton, he was awarded the Stone and Davis Prize Fellowship for his senior thesis.  


Nicolas Alvarez, Senior Research Analyst

Nicolas Alvarez is a skilled research analyst with experience in financial analysis, econometric modeling, and data science. He has contributed with preparation and analysis of cost-of-service studies, cost benefit analysis and rate designs in a range of topics in natural gas and electric regulation. Currently, he works on quantitative analysis supporting ACG’s testimonies and reports.

Mr. Alvarez is experienced in quantitative and qualitative research, having worked as research assistant at LSU and Kansas State University. In his career he has conducted several analyses using programing languages. His experience includes the use of time series forecasts in commodities analysis, linear programming for resource allocation, cash flow and balance sheet analysis, and the application of several econometric models such as fixed effects and logit fixed effects.

Mr. Alvarez holds a B.S. in Agribusiness Management from Zamorano University and an M.S. in Agricultural Economics from Louisiana State University.


Taylor Deshotels, senior Research Analyst

Taylor Deshotels has five years of experience working in energy and regulatory matters. Over the past five years, Mr. Deshotels has participated in a wide variety of regulatory proceedings as well as having conducted general energy and environmental research.  

Mr. Deshotels has assisted in the examination of several natural gas policy issues including tracker mechanisms for new technology implementation and for infrastructure replacement. Mr. Deshotels regularly prepares ACG-developed surveys on retail electricity and natural gas price benchmarking. He also conducts research on cost benchmarking for utilities located throughout the U.S.

Mr. Deshotels assisted in the development and estimation of the Louisiana GHG inventory which was used by the Governor’s Climate Change Task Force and assisted in the analysis of onshore infrastructure supporting offshore oil and gas activities in the Gulf of Mexico region and along the Atlantic Seaboard for the Bureau of Ocean Energy Management (“BOEM”). Mr. Deshotels regularly assists Dr. Dismukes in the examination of natural gas market trends and industrial development along the GOM, including those associated with energy transition activities. Mr. Deshotels also aids in research efforts supporting ACG testimony and written reports.

Mr. Deshotels is a graduate of LSU with a B.S. degree in International Trade and Finance with a minor in Energy.


Tyler French, Research Analyst

Mr. French assists in the examination of cost of service and rate design issues. He has also assisted in the analysis of the cost performance of a regulated electric utility in Arkansas operating under a formula rate plan (“FRP”). Mr. French regularly assists in the development of ACG energy policy and rate surveys as well as testimonies and exhibits.

Before joining ACG, Tyler worked in the accounting services department at LSU where he handled merchant services and provided guidance to all departments on PCI compliance.

Mr. French holds a B.S. in Accounting from Southeastern University.


Emily Mouch, Research Analyst

Emily Mouch is a Research Analyst at Acadian Consulting Group. She has worked for the company for the last 7 years. Some of Emily's tasks include managing the discovery databases for each case, assisting with hearing book preparation and billing, as well as various office administration, marketing, and management tasks.

Ms. Mouch studied at Southeastern University where she got her Bachelor’s Degree in Behavioral Sciences. In her free time, Emily enjoys playing soccer, creating art, and spending time with her friends and family, especially her husband, two young kids and their dog Gilly.


 
 

MARCELO GONZALEZ, RESEARCH ANALYST

Marcelo González is a Research Analyst at ACG. He assists in the preparation of expert testimony, reports, and litigation support for clients. Some of his tasks include the development of hearing preparation material, such as hearing books, and preparing & checking ACG workpapers.

Before ACG, Marcelo worked in fintech, investment banking, and trading. Marcelo performed tasks ranging from financial  modeling and market analysis to investment research and portfolio management. 

Mr. González holds a B. S. In Finance with a minor in Legal Studies in Business from Tulane University. At Tulane, he gained skills in data analysis, financial forecasting, and legal evaluation.

 
 

 
 

CARLOS SANDOVAL, Sr. research assistant

Carlos Sandoval is a Sr. Research Assistant at ACG, where he contributes to the preparation of expert testimony, reports, and litigation support for clients. He will be joining ACG as a Research Analyst full time in early 2025. His responsibilities include developing hearing preparation materials, such as hearing books, and preparing and reviewing ACG workpapers.

Prior to his current role, Carlos interned as a Technical Assistant at ACG, supporting various rate cases, including a research project for the Bureau of Ocean Energy Management (BOEM). Before that, he conducted commodity derivatives research as an undergraduate researcher in the Department of Agricultural Economics at Louisiana State University (LSU). Additionally, Carlos served as a teaching assistant for Principles of Macroeconomics and Experimental Statistics courses at LSU.

Carlos holds a B.S. in Economics with a concentration in Econometrics and a minor in Data Analytics from LSU. His academic background provided him with strong skills in Econometrics, Energy Economics, Mathematical Modeling, Statistics, and Forecasting.
