David Kantrow joined ACG in 2021. While at ACG, he has conducted key research, analysis, and testimonial support related to ACG’s participation in a wide variety of proceedings across the country, including those pertaining to general rate cases; formula rate plans; integrated resource planning; renewable resource procurement; rate design; securitization; incentive regulation; rate adjustment mechanisms; utility infrastructure programs; electrification; utility service responsibilities; and civil litigation involving master metering and integrity management.
David’s regulatory experience also includes 10 years with the Louisiana Public Service Commission, initially as a staff attorney and later as the chief of staff for Commissioner Jimmy Field. In his role as a staff attorney, he provided timely and accurate legal advice to commissioners and staff members, and successfully litigated cases, pertaining to the regulation of electric, natural gas, telecommunications, water, and transportation companies operating in Louisiana.
As chief of staff, David served as the commissioner’s policy adviser and managed a staff of five individuals responsible for investigating and resolving utility service complaints throughout a multi-parish district consisting of nearly one million constituents. While serving in this role, he played a key role in assisting Commissioner (Chairman) Field in securing billions of dollars of refunds for Louisiana ratepayers, successfully bringing together multiple jurisdictions to improve interstate electric transmission service, and in the innovative use of securitization to reduce the rate impact resulting from utility storm recovery costs.
David’s experience also includes 22 years of active and reserve service in the United States Army. His service included assignments in Louisiana, Washington, Utah, Germany, Egypt, Iraq, and Kuwait in roles including deputy staff judge advocate, senior legal advisor, operational law officer, civil affairs officer, and aide-de-camp. David also served the nation in a civilian capacity as the internal review program manager for a Utah-based military organization with a multi-million-dollar budget, comprised of nearly 7,500 personnel located across multiple states. In this role, he assumed a lead role in evaluating regulatory compliance within the organization and supervised four individuals.
David’s education includes B.A., M.S. and J.D. degrees, all from Louisiana State University. He has also attended various seminars and short courses related to the utility industry and has published one article, and co-authored another article, in the Oil, Gas, & Energy Quarterly.
In his free time, David enjoys traveling and sports including golf, tennis, and alpine skiing.
