In Re:  Aqua Utilities Florida, Inc’s application for general rate relief to the Florida Public Service Commission for its water and wastewater systems; Docket No.100330-WU; Completed 2011.  ACG assisted the Office of the Public Counsel with a review and analysis of Aqua Utilities Florida, Inc.’s filings.  ACG also assisted with discovery and testimony on the issues of quality of service, affiliate transactions, bad debt, revenue & billing determinants, and rate case expense. ACG recommended reducing the Company’s ROE by 100 basis points for its poor quality of service.  ACG also recommended rejection of the Company’s market analysis and offered alternative market and comparative analyses in assessing the reasonableness of affiliate charges.

In Re:  In the Matter of the Petition of Tennessee American Water Company for a General Rate Increase; Docket No. 10-00189; Completed 2011.  ACG assisted the City of Chattanooga with an examination of the application submitted by Tennessee American Water to increase its water rates.  ACG provided analyses and testimony related to the Company’s affiliate transactions and service company charges.  ACG also conducted an evaluation of the Company’s benchmarking study regarding service company charges, performed a comparative analysis using comparative water utilities, and recommended alternatives to the Company’s benchmarking study on service company charges. 

In Re:  Investigative Audit into the Affiliate, Financial, Management, and Other Regulatory Practices of the Louisiana Land & Water Company, Inc. (West Monroe, Louisiana), a Jurisdictional Water and Wastewater Utility Operating in the Parishes of Bienville, Jackson, Madison, Morehouse, Ouachita, Richland and Winn; Docket No. U-30077; Ongoing.  ACG is assisting the Louisiana Public Service Commission Staff with an investigation of Louisiana Land & Water Company, Inc.’s, finances and compliance with the Commission’s orders and directives.  The investigation includes a financial audit, an examination of Louisiana Land & Water Company’s transactions with affiliated companies, and a determination of Louisiana Land & Water Company’s compliance with Louisiana Departments of Environmental Quality and Health and Hospitals, Office of Public Health orders and regulations.

In Re: Application for a Rate Increase by Sandy Creek Utility Services, Inc.; Docket No. 06-01; Completed 2009. ACG assisted the Bay County Regulatory Authority with the preparation of discovery and analysis of Company Minimum Filing Requirements. ACG prepared direct testimony on revenue requirements, projected test year, affiliate transactions, projected revenue and consumption, working capital, rate base evaluation, expense projections, used and useful issues, and rate case expense.

In Re: Joint petition for Approval of Stipulation on Procedure with Office of Public Counsel, and Application for Limited Proceeding Increase in Water Rates in Pasco County, by Aloha Utilities, Inc.; Docket No. 060122-WU; Completed 2008. ACG assisted the Florida Office of the Public Counsel with analyzing the limited proceeding application of Aloha Utilities, Inc., to increase rates for its water system. ACG analyzed costs associated with the construction of an interconnection between Aloha and Pasco County, fees for purchasing bulk water, and related expense increases and assisted with the preparation of discovery.

In Re: Application for Increase in Water and Wastewater Rates in Alachua, Brevard, DeSoto, Highlands, Lake, Lee, Marion, Orange, Palm Beach, Pasco, Polk, Putnam, Seminole, Sumter, Volusia, and Washington Counties by Aqua Utilities Florida, Inc.; Docket No. 080121-WS; Completed 2008.  ACG assisted the Florida Office of the Public Counsel with analyzing the application of Aqua Utilities Florida, Inc., for increased rates and increased service availability charges for its water and wastewater systems in sixteen Florida counties.  ACG prepared direct testimony and rebuttal testimony on deficiencies in the Company’s customer service and water quality, revenue issues and problems with the Aqua Utilities’ billing, affiliate relationships, recommendations concerning expense adjustments, and revenue requirement. .

In Re:  Application for Increase in Wastewater Rates in Monroe County by KW Resort Utilities, Corp.; Docket No. 070293-SU; Completed 2008. ACG assisted the Florida Office of the Public Counsel with the analysis of the application of KW Resort Utilities, Corp., for increased rates for its wastewater system. ACG prepared direct and rebuttal testimony on the following issues: affiliate transactions, rate base adjustments, test year revenue adjustments, management fees, recommendations concerning expense adjustments, and revenue requirement. ACG also assisted with the preparation of discovery, depositions, and cross examination questions.
